What wastes are classified as hazardous?
“Hazardous wastes” are substances that are without any safe commercial, industrial,agricultural or economic usage and are shipped, transported or brought from the country of origin for dumping or disposal into or in transit through any part of the territory of the Philippines. “Hazardous wastes” shall also refer to by-products, side-products, process residues, spent reaction media, contaminated plant or equipment or other substances from manufacturing operations and as consumer discards of manufactured products which present unreasonable risk and/or injury to health and safety and to the environment.

Persistent Organic Pollutants are mostly substances that contains chlorinated benzene rings and biphenyls.

What are the dangers if POP’s are not treated?
Substances that are classified as POP’s are mostly estrogenic and mutagenic. Estrogenic pollutants mimic estrogen which attacks the reproductive organ reducing sperm counts and fertility of women. While mutagenic pollutants causes mutation during cell regeneration and DNA replication which are the main causes of cancer. Hence, proper disposal and treatment of wastes containing POPs is a must for industries.

Can CTC immediately collect and transport hazardous waste from waste generators of any amount for treatment and disposal?
Hazardous wastes cannot be immediately transported without the Permit to Transport, specific for the type, quantity and generator of waste, issued by the DENR. (Meeting other requirements mentioned in DAO 36) CTC will apply for the Permit to Transport provided with necessary documents such as the generator's self-monitoring report (of the current quarter) and memorandum of agreement (MOA) between CTC and the generator. No specific amount of waste is required by CTC as much as agreed in the MOA and as permitted by the DENR.

What is the difference between a Sanitary Landfill and a Secure Landfill?
Sanitary landfills are where non-hazardous waste is spread in layers, compacted, and covered with earth at the end of each working day. Secure landfills are those where hazardous waste is disposed of by burial, in holes or trenches in ground lined with impervious plastic sheeting to prevent leakage or leaching of dangerous substances into soil and water supply.

How do you monitor the groundwater for contamination?
Monitoring wells (3 existing wells) are strategically positioned around the secure landfill. Regular test and recording is conducted to monitor whether the groundwater is being contaminated by the leachate. The monitoring program includes regular water-level measurement and groundwater-quality testing.

After the secure landfill has been completely filled and closed, will the area still be useful?
Upon completion, the landfill facility should be returned to some form of productive use. Public open space, recreational use, grazing and other forms of agriculture are compatible afteruses. Buildings and industrial activities are not recommended, especially on deep and/or large sites (continued settlement leachate and landfill gas generation). -DAO 1998-50, Technical Guidelines for Municipal Solid Waste Disposal

Are all type of waste accepted in the Secure Landfill?
A.
All pre-treated hazardous solid wastes regulated under R.A. 6969 shall be accepted in the secure landfill. These include:
- Heavy-metal containing solid
- Metal Hydroxide/sulphide sludge from wastewater treatment plants
- PCB/LCD trimmings, solder dross
- Residues from solvent recovery plants
- Other mixed solid wastes such as paint, textile, oil
- Miscellaneous wastes such as asbestos, pharmaceutical wastes and drugs

The secure landfill shall not accept the following wastes:
- Domestic wastes
- Sewage and septic wastes
- Hospital wastes
- Liquid wastes
